Thank you for your letter of 12th February,
about the Hong Kong emergency administration party. I
felt sure that you would share my appreciation of the
practical importance of taking some precaution of this
sort, and I should not regard the recent Japanese
moves in South China as affecting the need for asking
the Military Attache to get ahead with thinking out
the necessary plan of a scheme for submission to us.
For my part I appreciate your comments as to
the character of the proposcd "energency administration"
and I accept your aendments in the deft telegram with
the addition that I feel that the paragraph beginning
"second" should be revised as follows:-
